If you are approached on a night bus in Belgrade by a man holding a wad of cash and looking expectantly at you, do not be alarmed. He is the night bus ticket seller. These guys never wear uniforms or even a badge from what I can tell, but they're legitimate--such as my night ticket seller, a gruff man in acid washed jeans that waited patiently for me to understand our relationship. My first response upon his approach had been to smile and look out the window. Then to shake my head and say no thank you (I'm not sure what I thought I was refusing) At last I understood and paid up--100 dinar, which is less than $2 USD.
